RedCLARA and BELLA II Project launch Call for Procurement Consultancy Services

The Latin American Cooperation of Advanced Networks (RedCLARA), within the framework of implementing the BELLA II Project (Building the Europe Link to Latin America and the Caribbean), led by the regional network and co-financed by the European Union, announced on Monday, April 8th, the call for hiring Consultancy Services on Procurement Policies, Procedure, and Methodologies. The call will remain open until 14 May. 

The consultancy is expected to be completed within two months from the contract signing date. The call seeks a professional or entity capable of designing policies, processes, and methods for RedCLARA's purchases and investments, with a particular emphasis on supporting the achievement of the objectives of the BELLA II project. This should include, among others, an analysis of the negotiation model known as competitive dialogue and any other models the consultant deems applicable within the project's context.

Among other tasks, the consultancy will conduct a thorough review of existing procurement policies and methodologies, carry out an analysis of best practices in acquisition or investment processes within the telecommunications industry, delve into the policies, procedures, and methodologies associated with purchases and investments as defined by the European Commission and multilateral banking institutions, and propose to RedCLARA the policies, procedures, and methodologies deemed relevant within the context of the objectives outlined in the BELLA II project.

As for qualifications, applicants must demonstrate knowledge and experience in supporting and leading telecommunications services procurement processes, developing or supporting public tender processes, procurement processes in projects financed by the European Commission, and designing, developing, and implementing procurement policies, methodologies, and processes.

BELLA II is implemented by RedCLARA, with the support and co-financing of the International Partnerships Directorate of the European Union (DG-INTPA). Its overall goal is to strengthen and expand the Latin American and Caribbean digital ecosystem, facilitating relationships and exchanges between companies, research centers, educational institutions, and academic networks in Latin America, the Caribbean, and Europe, to contribute to the achievement of the region's strategic goals focused on strengthening education, science, technology, and innovation.
